18.08.2025 Heard Mr. Z. Islam, learned counsel for the petitioner. Also heard Ms. S. Baruah, learned counsel for the respondents.
The petitioner before this Court is aggrieved by his non-selection to the post of Constable (GD) in the CAPFs selection conducted by the respondent authority. The advertisement for the said post was published in the year 2018, and the results were declared in 2021.

The respondents, however, object to the submissions made by the petitioner on the ground of delay and laches, which have not been satisfactorily explained. It is submitted that the petitioner has approached the Court after a considerable delay of approximately four years.
The learned counsel for the petitioner, on the other hand, submits that similar orders have also been passed by the Coordinate Bench and has referred to such orders.
The learned counsel for the respondents also submits that Coordinate Benches have, on the other hand, dismissed matters on the ground of delay and laches. Considering the rival contentions, this Court permits the respondents to complete their instructions and directs the matter to be listed after two weeks.
List the matter again on 10.09.2025, by which date the respondents shall obtain their instructions. The judgments relied upon by the learned counsel may also be examined by the respective parties to apprise the Court.
Extra copies shall be furnished to the respondents' counsel to enable them to obtain proper instructions in the matter.
