ORDER
24-03-2021 Heard Shri D. Saikia, learned Sr. Counsel appearing for the applicant who seeks certain clarifications in the judgment and order dated 19.03.2019 passed in WP(C) No. 7570/2013 in this petition. The matter pertains to framing of some tentative guidelines by this Court against the "Bandh culture". The learned Sr. Counsel has submitted that the guidelines framed by this Court is only illustrative in nature and there are many situations which were not contemplated and in absence of clarification, it becomes difficult for the authority to take action in the event such situation arises.
Shri Saikia, the learned Sr. Counsel has cited examples of spontaneous bandh as a result of motor vehicle accident or bad roads or any kind of mishap on the road etc and those situations are not covered by the guidelines and are not spearheaded by any identified organization.
Issue notice.
Service of notice upon the respondents be taken by registered post with A/D within 3 (three) days from today.
List this case after 4 (four) weeks alongwith the service report.
