Pursuant to the order dated 20-7-2022, affidavit has been filed by the Director, State Judicial Forensic Science Laboratory, Raipur, stating that the FSL report has been sent to the Station House Officer, Police Station Kapu on 21-8-2018, but the same has not been brought on record. The affidavit filed by the Director is wholly unsatisfactory.

The Director, State Judicial Forensic Science Laboratory, Raipur, will file additional affidavit within ten days from today as to why the copy of FSL report was not sent to the Superintendent of Police, Raigarh who had sent the samples vide letter dated 1-5-2018. Further, every day we are coming across many cases in which the FSL report has not been sent or it has been sent with delay. Affidavit will be filed along with full facts and figures as to how many FSL samples have been received from the entire State in the last one year and FSL report has been sent within reasonable time without much delay. The

Director will also file affidavit why the blood grouping facility is not made available at Bilaspur FSL laboratory and other regional laboratories.

The Superintendent of Police, Raigarh is directed to enquire into the matter and submit report as to when the report of FSL has been received by Police Station Kapu and why it was not brought on record, as the judgment was delivered on 26-7-2019.
