It is submitted on behalf of the petitioners that an

identical matter, being WPA 12964 of 2019, is being

heard by Arindam Sinha, J. Any decision in the said

matter is likely to create an impact on the instant writ

petition. The respondents also agree to such submission.

In order to avoid conflict in the judgment that
