After hearing the learned advocates appearing for the respective parties, we dispose of this writ petition by granting liberty to the petitioners to submit an appropriate representation before the respondent no.5 within a fortnight from date; if such representation is received, the respondent no.5 shall proceed to consider and dispose of the same, as early as possible but preferably within two months of receipt thereof, in accordance with law and in the light of the directions contained in the judgment and order dated 21.09.2013 passed by a coordinate Bench of this Court in a group of writ petitions with Writ Petition No. 2358 of 2013 being the lead matter.

2. All contentions are left open.
