ORDER:-


       This petition under Article 226 of the Constitution of India is filed

seeking to direct the respondents to mutate the name of the petitioner

relating to land in Sy.No.532/1 of Yerraguntapalem Village and Mandal,

Praksam District and for issuance of e-passbook and title deed.

2. At the time of hearing, the learned counsel for the petitioner

submitted that the petitioner made an application to the respondents, on

25.5.2021 by paying requisite fee, for mutation of his name and issuance

of pattadar pass book. Despite, repeated requests, the respondents have

not considered and passed any orders on the same. Hence, this Writ

Petition.

3. Learned Government Pleader appearing on behalf of the

respondents, on instructions, submitted that they have considered the

application made by the petitioner dated 25.5.2021 and rejected the same

vide orders dated 22.6.2021.

4. A perusal of the rejection orders issued by the respondents, makes

it clear that the respondents, without assigning any reasons therefor, have

rejected the application of the petitioner. In view of the orders of this High

Court issued in WP.No.18116 of 2020, wherein, it is held that "in view of

law laid down by the Apex Court in catena of judgments, it is the obligation

of the authorities, who passes the order either on the administrative side

or quasi judicial side, to record reasons; it is a guide for appellate authority

to dispose of the case, in case any appeal is filed. The order passed by

the authorities must disclose reasons much less sufficient reasons", the

respondents are directed to consider the application made by the petitioner, dated 25.5.2021, afresh and dispose of the same within four

weeks from today, by giving reasons much less sufficient reasons.

4. With the above directions, the Writ Petition is disposed of.

Miscellaneous Petitions, if any pending, in this Writ Petition, shall stand closed.
