This writ petition involves identical controversy based upon similar facts and circumstances as in civil writ petition no. 20227 of 2013 (Smt. Jyoti and another vs. State of U.P. and others) decided by me today itself and as such this petition is also disposed of on the same terms and conditions as contained in the order dated 12.4.2013 disposing of the above referred petition.
