This special appeal is against the judgment dated 22.2.2011 passed in two writ petitions. Against the same judgment in writ petition No.46551 of 2010, special appeal No.281 of 20011 was filed. This special appeal has been dismissed by the Bench consisting of Hon'ble D.S.R. Varma and Sri Vikram Nath, JJ. on 25.3.2011. It is appropriate that this special appeal may also be placed before the same Bench.
