No. G.S.R.13/Const./Art.309/2018. - In exercise of the powers conferred by the proviso to article 309 of the Constitution of India, and all other powers enabling him in this behalf, the Governor of Punjab is pleased to make the following rules regulating the recruitment and the conditions of Service of the persons appointed to the Punjab Health and Family Welfare Technical (Group 'B') Service, namely:-

  1. Short title, commencement and application.- (1) These rules may be called the Punjab Health and Family Welfare Technical (Group B) Service Rules, 2018.

(2) They shall come into force on and with effect from the date of their publication in the Official Gazette.

(3) They shall apply to the posts specified in Appendix 'A'.

  1. Definitions.- in these rules, unless the context otherwise requires, -

(a) "Appendix" means an Appendix, appended to these rules;

(b) "Government" means the Government of the State of Punjab in the Department of Health and Family Welfare;

(c) "Group - C Service" means the Punjab Health and Family Welfare Technical (Group 'C') Service ; and

(d) "Service" means the Punjab Health and Family Welfare Technical (Group 'B') Service.

  1. Number and character of posts.- The Service shall comprise the posts specified in Appendix 'A':

Provided that nothing in these rules shall affect the inherent right of the Government to add to or reduce the number of such posts or to create new posts with different designations and scales of pay, whether permanently or temporarily.

  1. Appointing authority.- All appointments to the posts in the Service shall be made by the Government.
  2. Method of appointment, qualifications and experience.- (1) Appointment to the Service shall be made in the manner, as specified in Appendix 'B':

Provided that if no suitable candidate is available for appointment by promotion and by direct appointment, then appointment to the Service shall be made by transfer of a person holding a similar or an indentical post under the State Government or Government of India.

(2) No person shall be appointed to any post in the Service, unless he possesses the qualifications and experience, as specified against that post in Appendix 'B'.

(3) Appointment to the Service by promotion shall be made on the basis of seniority-cum-merit, but no person shall have any right to claim promotion on the basis of seniority alone.

  1. Pay of members of the Service.- The members of the Service shall be entitled to such scales of pay, as may be authorized by the Government of Punjab in the Department of Finance from time to time. The scales of pay, at present in force, in respect of the members of the Service, are given in Appendix 'A'.
  2. Discipline, punishment and appeal.- (1) In the matters of discipline, punishment and appeal, the members of the Service shall be governed by the Punjab Civil Services (Punishment and Appeal) Rules, 1970, as amended from time to time.

(2) The authority empowered to impose penalties, as specified in rule 5 of the Punjab Civil Services (Punishment and Appeal) Rules, 1970, in respect of the members of the Service, shall be the Government.

  1. Application of the Punjab Civil Services (General and Common Conditions of Service) Rules, 1994.- (1) In respect of the matters, which are not specifically provided in these rules, the members of the Service shall be governed by the provisions of the Punjab Civil Services (General and Common Conditions of Service) Rules, 1994, as amended from time to time.

(2) The Punjab Civil Services (General and Common Conditions of Service) Rules, 1994, at present in force, are contained in Appendix 'C'.

  1. Repeal and saving.- The Punjab Medical and Health Department Nursing Superintendents, Matrons, Sister Tutors, Public Health Nurses (Teaching) and Nursing Sisters, Public Health Nurses, Staff Nurses and Male Nurses (State Service Class III) Rules, 1964, The Punjab Health (Nursing Service Class II) Rules, 1983, the Punjab Health and Family Welfare (Group 'B') Service Rules, 2001 and the Punjab Health and Family Welfare Technical (Group 'C') Service Rules, 2007, in so far as they are applicable to the members of the Service, are hereby repealed:

Provided that any order issued or any action taken under the provisions of the rules so repealed, shall be deemed to have been issued or taken under the corresponding provisions of these rules.

  1. Interpretation.- If any question arises as to the interpretation of these rules, the Government, in consultation with the Department of Personnel, shall decide the same.

1 Deputy Chemical Examiner - Hundred per cent - From amongst the Assistant Chemical Examiners, who have an experience of working as such for a minimum period of five years.
2 District Public Health Nurse - Hundred per cent - From amongst the Public Health Nurses, who have an experience of the working as such for a minimum period of three years or combined experience of eleven years as Multipurpose Health Supervisor (Female) with at least one year experience as Public Health Nurse.
3 Matron - Hundred per cent - From amongst the Nursing Sisters, who have an experience of working as such for a minimum period of five years.
4 Senior Medical Laboratory Technician - Hundred per cent - From amongst the Medical Laboratory Technician Grade-1, who have an experience of working as such for a minimum period of five years.
5 Chief Pharmacist Grade-1 - Hundred Per cent - From amongst the Chief Pharmacists Grade-2, who have an experience of working as such for a minimum period of two years.
6 Nursing Sister - Hundred per cent - From amongst Staff Nurses, who are members of Group-'C' Service, and who opt to become Nursing Sister and who have an experience of working as such for a minimum period of ten years.
7 Sister Tutor Fifty per cent Fifty per cent (i) Should possess a degree of Bachelor of Science in Nursing from a recognized University or institution; and

(ii) Should be registered with the Punjab Nursing Registration Council

From amongst Staff Nurses, who are members of Group 'C' Service, and who opt to become Sister Tutor who have an experience of working as such for a minimum period of ten years, and who possess the requisite qualifications prescribed for direct appointment of Sister Tutor.
8 Public Health Nurse (Teaching) Fifty per cent Fifty per cent (i) Should possess a degree of Bachelor of Science in Nursing from a recognized University or institution; and

(ii) Should be registered with the Punjab Nursing Registration Council

From amongst Staff Nurses, who are members of Group 'C' Service, and who opt to become Public Health Nurse (Teaching), who have an experience of working as such for a minimum period of ten years, and who possess the requisite qualifications prescribed for direct appointment of Public Health Nurse (Teaching).
9 Public Health Nurse - Hundred per cent - From amongst the Multipurpose Health Supervisors (Female), who are members of Group- 'C' Service, who have an experience of working as such for a minimum period of eight years, who possess a Diploma in General Nursing and Midwifery from a recognized university or institution, and who are registered with the Punjab Nursing Registration Council.
10 District Mass Education and Information Officer/Health Education Instructor/Press Publicity Officer/Audio Visual Officer - Hundred per cent - From amongst the Deputy Mass Media Education and Information Officers, who have an experience of working as such for a minimum period of two years.
11 Assistant Chemical Examiner - Hundred per cent - From amongst the Analysts, who have an experience of working as such for a minimum period of ten years.
12 Chief Pharmacist Grade-2 - Hundred per cent - From amongst the Pharmacists, who are members of Group-'C' Service and who have an experience of working as such for a minimum period of ten years.
13 Assistant Malaria Officer - Hundred per cent - From amongst the Multipurpose Health Supervisors (Male), who are members of Group-'C' Service, and who have an experience of working as such for a minimum period of eight years.
14 Bio Chemist Hundred per cent - Should posses a degree of M.Sc. Bio-Chemistry in Second Division from a recognized university or institution. Note: Preference shall be given to those candidates, who have an experience of Analytical work for a minimum period of one year in a reputed firm or institution -
15 Commercial Artist - Hundred per cent - From amongst the Artists-cum-Photographers, who have an experience of working as such for a minimum period of five years.
16 Deputy Mass Media Education and Information Officer - Hundred per cent - (i) Fifty per cent from amongst the Block Extension Educators, who are members of Group-'C' Service and who have an experience of working as such for a minimum period of five years; and

(ii) Fifty per cent from amongst the Multipurpose Health Supervisors (Female), who are members of Group-'C' Service, who possess a degree of graduation in any discipline from a recognized University or institution and who have an experience of working as such for a minimum period of five years.

Provided that if adequate/eligible Multipurpose Health Supervisors (Female) are not available for promotion, then the vacant posts shall be filled up from amongst the Block Extension Educators and vice versa, who fulfill the requisite qualifications and experience.

17 Analyst Eighty five per cent Fifteen per cent Should possess a degree of M.Sc in Chemistry or Biochemistry or Diary Chemistry or Food Technology or Microbiology or M.Pharmacy in 2nd division from a recognized university or institution. From amongst the Senior Analytical Assistants, working under the control of Commissioner, Food and Drug Administration, who have an experience of working as such for a minimum period of three years.
18 Medical Laboratory Technician Grade-1 - Hundred per cent - From amongst the Medical Laboratory Technicians Grade-2, who are members of Group-'C', Service and who have an experience of working as such for a minimum period of three years.
19 Artist-cum-Photographer Hundred per cent - Should possess a degree of Bachelor of Fine Arts from a recognized university or institution -
20 Psychiatric Social Worker Hundred per cent - Should possess a degree of MA or M.Phil in Psychology, Sociology or Social Work (preferably with training in Substance Use Diseder Treatment from a recognized institution) -
21 Ophthalmic Officer Hundred per cent - (i) Should have passed Senior Secondary Part-II Examination in Science with Biology as one of the subjects or its equivalent from a recognized university or institution; and

(ii) Should possess a diploma of Ophthalmic Assistant from a recognized university or institution
