Traditionally, liability has been a spectrum based on the degree of legal responsibility imposed on individuals by society. Holding machines accountable for their actions was previously straightforward. Machines were considered mere instruments operated by humans, devoid of personal responsibility or autonomy.
The collective outrage across the globe seeks to foster and promote the adoption of trustworthy AI, understanding that the very definition of trustworthiness remains fluid and contingent upon individual countries' perspectives and priorities.
Guidelines of the European Union:

These guidelines place paramount importance on human agency and oversight, emphasizing the empowerment of individuals to make informed decisions while safeguarding their fundamental rights. A robust technical framework, encompassing safety measures and reliable capabilities, stands as a prerequisite for ensuring the resilience, security, accuracy, reliability, and reproducibility of AI systems. Privacy and data governance emerge as significant considerations, demanding the protection of personal data, adherence to sound data management practices, and legitimate access to information. Transparency emerges as another vital element, necessitating openness regarding data, system functionality, and the underlying business models of AI. Stakeholders must be equipped with clear explanations of AI systems and their decision-making processes, ensuring awareness of both their capacities and limitations.

Two key acts, namely the Artificial Intelligence Capabilities and Transparency Act and the Artificial Intelligence for the Military Act, have been signed into law to promote transparency and enhance AI capabilities in both civilian and military domains.
In addition to these acts, the National Security Commission, in collaboration with the National Artificial Intelligence Initiative Office, has released an exhaustive report outlining pivotal considerations for the responsible development and implementation of AI. The report underscores the criticality of accountability and governance within AI systems.
To ensure accountability, the recommended practices entail the appointment of responsible AI leads who will be tasked with overseeing the implementation of Key Considerations across various departments and agencies crucial to national security. These leads will bear the responsibility of ensuring consistent policies and centralized oversight in the development and deployment of AI systems.
Furthermore, leveraging technology to strengthen accountability processes through comprehensive documentation of the chains of custody and command involved in AI system development and deployment is deemed essential. This meticulous documentation will enhance transparency, facilitating auditing and reporting requirements.
