He commented that staring "annoyingly" at a Woman for 14 seconds can land a man in Jail as per certain provisions of Law.

So the message is that next time you are in Kerala and you come across a woman, just don’t look at her.  If you still end up looking at her, ensure you don’t stare at her for more than 14 seconds. Does this sound absurd? Definitely, but not for Rishiraj Singh, Kerala Excise Commissioner .

Kerala State Excise Commissioner said that there are sections in law which can be invoked in Law to send a man to Jail if one is caught annoyingly staring at a woman for 14 seconds. He said please use the Law in such cases. He was speaking at an event organised by a charitable trust here recently.

Singh's bizarre comments drew humorous mixed reactions on social media platforms.

Some wondered as to how a man who has to see a woman for marriage proposal ended up in jail for just staring at her for more than 14 seconds.

However such like stares at a Women are termed as 'Ogling.' As per Websters Dictionary it means to look at someone with apparent and obvious sexual interest.

Generally speaking Eve-teasing is considered to be an act of such perversion which includes actions like touching, staring, pinching, rubbing, groping, slapping a woman which intrude upon her privacy.

In England after a Man was convicted for secretly Filming a man bathing in shorts under Sexual Offences Act, 2003, the conviction was set aside by the Appellate Court while observing that while Staring or Ogling at a Women's Chest can be an offence it being her Private Parts but for Staring at Men's Chest an conviction can be recorded. This way it is perfectly legal to ogle at a man's chest but not at a woman's breasts.

Brain researcher, Neuro-psychiatrist and author Louann Brizendine, of book, The Male Brain, has said that the Men are genetically pre-programmed to stare at Women and it is as involuntary and natural as breathing to them. The reason she cites is that the sexual pursuit area in the male brain is 2.5 times larger than the one found in the female brain.

But the Men who ogle women in Kenya will face stiff penalties, if a new Bill is enacted into law.

The Bill that seeks to amend the Sexual Offenses Act and seeks to expand the definition of indecent act, increases penalty for various offences two fold and outlaws out of court settlements.

If the law passes, someone will be punished for as little as looking at the opposite sex without their consent.

However in the Indian context a Supreme Court lawyer who spoke to Media about the incident called it a “irresponsible and mindless statement'' by a Senior Govt. functionary.
He said that there is no such provision in any Penal Law in the country and staring per se is not an offence.
