The Manipur High Court has initiated a groundbreaking transformation in its judicial processes by launching hybrid court functioning and mandatory e-filing for district courts. This comprehensive initiative, which took effect on July 1, marks a significant leap towards modernizing the judicial system, ensuring greater accessibility, and streamlining court procedures for litigants and lawyers alike.

Hybrid Functioning and Video Conferencing

The hybrid model introduced by the Manipur High Court allows legal practitioners and litigants to appear in district courts through video conferencing, in accordance with the High Court of Manipur (Video-Conferencing for Courts) Rules, 2020. This move is aimed at enhancing the efficiency and accessibility of court proceedings. The hybrid system enables participants to engage in court processes remotely, which is particularly beneficial given the logistical challenges often faced in the region.

Each district court is mandated to provide video conferencing links and helpline numbers on their official websites to facilitate seamless participation. This step ensures that legal proceedings can continue without the physical presence of all parties involved, thereby reducing delays and improving the overall efficacy of the judicial process. The hybrid model is a testament to the court's commitment to leveraging technology for better service delivery.

Mandatory E-Filing

In a significant move towards digitization, the Manipur High Court has made e-filing mandatory for all new case submissions in district courts. This requirement is part of a broader effort to streamline case management and reduce the dependency on physical paperwork. In urgent cases where traditional filing methods are still necessary, exemptions can be granted; however, e-filing must be completed within ten days of such exemptions.

Furthermore, hard copies of e-filed cases must be submitted on the same day unless specific exemptions are provided based on individual circumstances. This dual requirement of electronic and physical submissions aims to ensure a smooth transition to the new system while maintaining the integrity and reliability of case documentation.

The mandatory e-filing initiative is currently being implemented on a pilot basis, with plans for a broader rollout across all district courts in Manipur. This phased approach allows for the identification and resolution of potential issues, ensuring a more effective and efficient implementation process.
