Recently, the Jharkhand High Court directed the State to finalise and notify the new jail manual within 30 days in a matter concerning prison administration, observing that such reforms are vital to uphold constitutional standards.

The matter arose in connection with the High Court’s ongoing monitoring of prison reforms and administration. During earlier hearings, the Court had sought a detailed status report from the State regarding the implementation of a revised jail manual, which is essential for regulating various aspects of prison management and the rights of inmates.

Appearing for the State, Advocate General Rajiv Ranjan informed the Bench that the revised jail manual had been prepared and was currently awaiting clearance from the State Cabinet. He submitted that the notification process would be completed within a span of 30 days. He further assured the Court that the government was taking steps to modernise and align prison regulations with contemporary standards.

The High Court acknowledged the submissions of the Advocate General and reiterated the importance of having an up-to-date jail manual to ensure humane and lawful treatment of prisoners. The Bench remarked that, “Reform in prison administration is a constitutional mandate, and steps for its timely implementation must not be delayed.”

Taking note of the State’s assurance, the Court granted the government 30 days to complete the notification process. The matter has been posted for further hearing after the stipulated period, and the State is expected to place on record the final notification or progress in that regard.
