JUDGMENT (Per the Hon'ble the Acting Chief Justice Sujoy Paul):

Sri Srinivasa Rao Velivela, learned counsel for the

appellant; Sri P. Suresh, learned counsel for the respondent Nos. 1

to 6, learned Government Pleader for Municipal Administration and

Urban Development for respondent No. 7 and Sri G. Madhusudhan

Reddy, learned Standing Counsel for respondent No. 8.

2. With the consent, finally heard.

3. During the course of hearing, learned counsel for the

appellant/respondent No. 3 in W.P. No. 6647 of 2025 submits

that the appellant may be permitted to withdraw this writ appeal

with liberty to assail the speaking order dated 23.12.2024 in

appropriate proceedings and it may be observed that no

observation of learned Single Judge regarding the order dated

23.12.2024 may come in his way.

4. The learned counsel for the respondent Nos. 1 to 6/writ

petitioners has no objection.

5. Accordingly, this Writ Appeal is disposed of by reserving

liberty to the appellant to assail the speaking order dated

23.12.2024 in appropriate proceedings. In the interest of justice,

it is observed that no finding of learned Single Judge regarding

the said order dated 23.12.2024 will come in the way of

appellant and the appropriate forum shall examine it about its

validity.

6. With aforesaid and without expressing any opinion on

merits of the case, this Writ Appeal is disposed of. No costs.

Interlocutory applications, if any pending, shall also

stand closed.
