1. By way of present writ petition, the petitioner has challenged

the notification dated 22.09.2023 in relation to creation of new

revenue village - 'Ratte Kumhar Ki Dhani'.

2. Inviting Court's attention towards the letter dated

28.01.2023 issued by the local MLA to the Sub-Divisional

Magistrate, Sheo, learned counsel submitted that the creation of a

new revenue village in the name of any particular person is not

only arbitrary but also contrary to the judgment passed by this

Court in the case of Moola Ram Vs. State of Rajasthan (S.B.

Civil Writ Petition No.3470/2025), decided on 18.02.2025.

3. Mr. Sharma, learned counsel for the respondent-State on the

outset submitted that the revenue village was constituted way

back on 22.09.2023, therefore, such a belated challenge to the

creation of new revenue village cannot be entertained.

4. Heard learned counsel for the parties.

5. Maybe, the petitioner has an arguable case in relation to

creation of a new revenue village in a particular name, however,

since the revenue village was constituted way back on 22.09.2023

and much water has flown down the river under the bridge, this

Court is of the view that the position which is existing today

cannot be altered by interfering in writ jurisdiction.

6. The present writ petition is therefore, dismissed on account

of delay and laches.

7. Stay application also stands dismissed, accordingly.
