Learned counsel for the petitioner submits that he has

field one second stay application.

After hearing counsel at length and considering that he

is relying upon circular of the respondent and upon Division Bench

judgment titled as Laxman Prasad Vs. State. Learned counsel

further submits that a short controversy is involved in the second

stay application as well as in writ petition and prays for final

disposal of the matter.

Mr. Bharat Singh Gurjar, Dy. G.C. agreed for disposal of

the matter.
