This petition is for issuance of contempt notice against the
respondents for non-compliance of order dated 22.05.2013 passed
in Writ Petition No.857/2012. This Court had passed the following
directions:-
"I have considered submissions of learned counsel. The petitioner claims to have completed ten years of service yet he has not been regularised. The petitioner may accordingly make a representation to the respondents for regularisation of his services in reference to the Notification dated 27.02.2009. In case of representation, respondents are directed to consider the same and convey the

outcome thereof to the petitioner. It is expected of the respondents to take a proper view in the matter keeping in mind the spirit of the Notification dated 27.02.2009. Needful may be done within two months from the date of receipt of representation."
In the reply, the respondents have categorically stated that
the petitioner was engaged as part time langri on temporary basis,
he was not on regular appointment against any sanctioned post.
Consequently, the Committee found the case of the petitioner not
fit for regularisation of service in terms of the notification dated
27.02.2009, accordingly, passed the order dated 03.09.2015, at
Annexure-1. The respondents authorities relied upon the
judgment of Hon'ble Supreme Court in Secretary State of
Karnataka and Ors vs. Uma Devi and Ors, Appeal (Civil)
No.3595-3612 of 1999.
I do not find that any case of wilful disobedience of order of
this Court is made out, hence, this contempt petition stands
dismissed as devoid of any merit.
