Counsel for the petitioner submits that by order dated

27.10.2021, petitioner-firm has been blacklisted by the

respondent(s) without issuing any prior notice in this regard which

is in violation of principle of natural justice.

Counsel for the petitioner relied on the judgment passed by

the Hon'ble Supreme Court in the matter of Gorkha Security

Services Vs. Government (NCT of Delhi) and Others

reported in (2014) 9 SCC.

In that view of the matter, issue notice to the respondent(s),

returnable on 22.11.2021.

Meanwhile, operation of the order dated 27.10.2021

(Annexure-13) shall remain stayed.

List along with S.B. Civil Writ Petition No. 13161/2021.
