1. Mr. Vijay Bishnoi, learned counsel for the petitioner submits

that the impugned order dated 13.08.2021 does not record 'in

administrative exigency'; hence, the same cannot be considered

to have been passed in administrative exigency.

2. Learned counsel relies upon the judgment dated 18.03.2021

of this Court rendered in Rajpal Singh Vs. State of Raj. &

Ors. :S.B. Civil Writ Petition No.544/2021 in support of his

argument.

3. Matter requires consideration.

4. Issue notice. Issue notice of stay application also, returnable

within six weeks.

5. Meanwhile, effect and operation of the order dated

13.08.2021 qua the petitioner shall remain stayed.
