01. 1. This matter is taken up through hybrid mode.

2. Heard from the learned counsel for the petitioner and learned Additional Standing Counsel for the State.

3. Upon hearing from the learned counsels of both the sides, it is felt proper to dispose of this writ petition finally giving liberty to the petitioner for filing a fresh representation before the Collector-cum-Chief Executive Officer, Zilla Parishad, Sundargarh within two weeks along with the copy of the judgment passed in a case of Ashis Kumar Debta vs. State of Odisha & Ors in W.P.(C) No.5838 of 2024 and the order dated 30.09.2024 passed in W.P.(C) No.24127 of 2024 between Dileswar Sunyani vs. State of Odisha and Ors.

4. If, such representation is submitted within the stipulated period as indicated above, the Collector, Sundargarh (Opposite Party No.2) shall consider the same in the light of the aforesaid judgment and order passed by this Court and to pass necessary orders in favour of the petitioner, if, he will otherwise found to be eligible within a period of one month.

5. As such, the writ petition filed by the petitioner is disposed of finally.

6. Urgent certified copy of this order be granted to the petitioner on proper application.
