02. 1. This matter is taken up through Hybrid Arrangement (Virtual/Physical Mode).

2. Mr. S.C. Pradhan, learned Additional Public Prosecutor produces the written instruction received from one Rameswar Padhan, Investigating Officer, presently posted as DSP In-Charge at Podia PS under Malkangiri District, but the language that has been used in the written instruction is unbecoming on the part of a police officer and really contemptuous. In the aforesaid circumstance, a copy of this order be immediately communicated to the said police officer through the SP, Malkangiri to appear virtually before this Court at 2 PM to explain as to under what circumstance he has used such words in the written instruction, which are not

only derogative, but also has wide ramification. Further, the said officer instead of giving the instruction as to by what manner he has communicated the arrestee in writing about the grounds of arrest has used the words defiling the dignity of his post. Further, the concerned officer is also directed to produce by what document he has communicated the arrestee in writing about the grounds of arrest.

3. Accordingly, list both these matters in the week commencing from 16.02.2026 at 2 PM. A copy of this order be immediately supplied to Mr. S.C. Pradhan, learned Additional Public Prosecutor for compliance.
