09. 1. These matters are taken up through hybrid mode.

2. The learned Additional Government Advocate for the State pointed out that, inadvertently in the order No.8, the date of the order has been typed out as "07.04.2026" instead of "08.04.2026".

3. The learned counsels of both the sides also submitted for correction of the same from "07.04.2026"

to "08.04.2026".

4. Taking the submissions of the learned counsels of both the sides into account, the date of the Order No.8 in these writ petitions be corrected from "07.04.2026"

to "08.04.2026".

5. Such correction is carried out in the open Court in presence of the learned counsels of the parties.

6. These writ petitions were listed today in order to give reply by the learned counsels for the petitioners, as the arguments on behalf of the State made by the learned Advocate General of Odisha was completed in the last date making it clear that, on its next date, i.e., today no adjournment shall be granted to the petitioners.

7. Today, the petitioners in W.P.(C) No.11140 of 2025 filed an Interlocutory Application vide I.A. No.6985 of 2026 praying for directing the Opposite Parties or the Registry to supply the copy of the sealed cover document being the notings of the Government submitted by the learned Advocate General of Odisha in the previous date to the learned counsels for the petitioners in order to provide them an opportunity to submit its reply on the said documents after being supplied with copies thereof in further support of their contentions.

8. Likewise, an unnumbered I.A. has been filed by the learned counsel in W.P.(C) No.11140 of 2025

praying for recalling/modifying the direction contained in Order No.8 dated 07.04.2026 (corrected as 08.04.2026) to the extent that, sealed cover document shall be perused by the Court only without disclosure to the petitioner, the same is contrary to the principles of natural justice and to call for the I.A. No.6985 of 2026 filed by the petitioner for hearing and adjudication of the same.

9. The copy of the aforesaid I.A. No.6985 of 2026 as well as unnumbered I.A. filed by the petitioner in W.P.(C) No.11140 of 2025 has already been served on the learned Additional Government Advocate for the State.

10. The petitioners in W.P.(C) No.25125 of 2025 have also filed an another unnumbered I.A. praying to recall/modify the order dated 07.04.2026 (corrected as 08.04.2026) and to direct the Opposite Party No.1 to supply a copy of the documents/notings relied upon by the Opposite Party No.1, which has been kept in a sealed cover and to grant an opportunity to the petitioners to file reply on being supplied with copy thereof.

11. The petitioner in W.P.(C) No.24976 of 2025 has filed an Interlocutory Application vide I.A. No.7203 of 2026 before the Registry (which is not in the record) praying for directing the Opposite Parties or the Registry to supply the copy of the sealed cover document being the notings of the Government

submitted by the learned Advocate General of Odisha during hearing on dated 07.04.2026 (corrected as 08.04.2026) in Order No.8 to the learned counsel for the petitioners and to grant an opportunity to the petitioners to file reply to the said documents after being supplied the documents thereof in further support of their contentions.

12. Copy of this I.A. (which is not in the record) has already been supplied to the learned Additional Government Advocate for the State.

13. Learned Additional Government Advocate for the State submitted for filing objection against I.A. No.6985 of 2026 and I.A. No.7203 of 2026 and two unnumbered I.As. in W.P.(C) No.11140 of 2025 and W.P.(C) No.25125 of 2025 in course of the day.

It is also submitted by the learned Additional Government Advocate for the State that, the learned counsels of the petitioners in all the writ petitions shall give reply on the arguments made by the learned Advocate General for the State, because, the matters were listed today for the same purpose making it clear that, no adjournment shall be granted to the petitioners, to which, the learned counsels for the petitioners objected contending that, unless these I.As. filed by them are disposed of, they cannot be able to give their reply, because, Court has already perused the sealed cover documents and unless the said sealed cover documents containing the notings of the Government

are shown to them, they shall be prejudiced and they shall be debarred from availing the principles of natural justice.

14. Taking the submissions of the learned counsels of both the sides into account, the above I.As. be listed on 20.04.2026 at the 'TOP' of the list for objection and hearing.

15. All these writ petitions are listed to 20.04.2026, in order to give reply by the learned counsels for the petitioners on the arguments of the learned Advocate General of Odisha.

16. Unnumbered I.As. filed in W.P.(C) No.11140 of 2025 and W.P.(C) No.25125 of 2025 be numbered by the Registry in course of the day.

17. Interim order which was continuing till today, the same shall continue till the next date.
