03. Learned AGA Mr.Jee has placed on record a

communication dated 06.04.2026 between Lt. Col. Officer

Commanding and the complainant. Said communication

reads as under:

"...Your pay fixation sanction wef 01.01.2016 has been received from Department of Higher Education, Govt of Odisha vide their letter No IIE-NCC-OFC-0057-2023-17026 dated 25.03.2026.

2. You are requested to come to this office immediately with the following documents for preparation of your final pension and the same will be submitted to DHE, Odisha, Bhubaneswar.

(i) Copy of Bank Pass book (Self, Wife, Son and daughter)

(ii) Copy of Aadhar Card (Self, Wife, Son, and daughter)

(iii) Nominee details

(iv) Passport Photographs (Single/Joint with spouse) = 08 Copies

(v) Individual signature and thumb impression in pension paper.

3. The matter may be treated as urgent."

2. Though the complainant retired from office on

attaining the age of superannuation in January, 2025, he

grieves that it has become difficult to hold the body & soul

together in these costly days, when not even a rupee being

paid by way of pension or terminal benefits. This is too bad

to be mentioned. It hardly needs to be stated that a

constitutionally ordained welfare state has to treat a retired

employee with soft gloves. That has not happened in this

case.

3. Learned AGA, after facing red eye of the court, now

submits that all steps would be taken to ensure compliance

of the order dated 23.09.2025 whereby WPC No.23687/2025

was disposed off.

4. Call this matter week after next for further

consideration. If there is any lapse on the part of the

officials, their personal appearance may be ordered or they

may be directed to pay the amount equal to pension to the

complainant from the own pocket.

A copy of this order be shared with Mr.Jee, learned

AGA for compliance.
