    01.        1.    This matter is taken up through Hybrid Arrangement (Virtual
               /Physical Mode).

2. Heard learned counsel for the Petitioner as well as the learned Additional Standing Counsel for the State. Perused the writ application as well as the prayer made therein.

3. By filing the present writ application, the Petitioner who is working as a contractual employee against the post of private tutor has approached this Court with a prayer for regularisation of her service.

4. Learned counsel for the Petitioner, at the outset, contended that the Petitioner on being recommended by an outsourcing agency and after being duly scrutinised by the district level selection committee, was engaged as a private tutor under the 'ANWESHA' Scheme of the Govt. of Odisha. He further submitted that the Petitioner was engaged initially in the year 2024 and allowed to continue uninterruptedly till date. However, recently the SC & ST

Development, Minorities & B.C.W. Department, Govt. of Odisha has issued another circular letter dated 23.03.2026 with regard to implementation of the scheme "Promotion of Quality Education for SC & ST Students in Partnership with Urban Educational Institutions (ANWESHA)" for the academic sessions 2026-27 onwards. Learned counsel for the Petitioner at this juncture contended that the Petitioner apprehends that she might be disengaged although the scheme under which she was engaged is still continuing.

5. Learned counsel for the State on the other hand contended that the appointment of the Petitioner is purely temporary and being sponsored by the outsourcing agency. In such view of the matter, learned counsel for the State contended that the Petitioner has no right to continue in the said service and she cannot claim for regularisation of her service as she has been engaged under a scheme for a temporary period. However, learned counsel for the State sought for some time to obtain detailed instruction in the matter.

6. Considering such submission, he is granted four weeks' time to obtain instruction in the matter.

7. List this matter along with W.P.(C) No.10362 of 2026.

8. Heard.

9. As an interim measure it is directed that the services of the Petitioner shall not be disengaged till the next date.
