21. This matter is taken up through Hybrid arrangement (video conferencing/physical mode).

Though the judgment was reserved on 01.07.2025 after hearing the learned counsel for the appellant Miss A. Mishra and the learned Additional Standing Counsel Miss S. Devi, but yesterday Mr. Dharanidhar Nayak, learned Senior Advocate appearing for the appellant made a mention in the first hour to list this matter under the heading of 'To be Mentioned' to argue some points and also to file the written notes of argument and citations. Accordingly, the matter was directed to be listed today under the heading of 'To be Mentioned'.

Heard Mr. Dharanidhar Nayak, learned Senior Advocate along with Miss Bini Mishra and Miss A. Mishra, learned counsel appearing for the appellant and Miss Suvalaxmi Devi, learned Additional Standing Counsel.
