27.01.2025 Order No. WP(C) no.30647 of 2024 and I.A. no.16325 of 2024

01.

1. Mr. Dalai, learned advocate appears on behalf of

petitioner and submits, impugned is letter dated 20th November,

2024 intimating blocking of his client's portal as well as

movement on his contract license for black listing.

2. Drawing attention to orders dated 21st October and 4th

November, 2024 made by coordinate Bench he submits, the

issue was subject matter of W.P.(C) no.25859 of 2024 (his

client's own case). Said Bench had directed putting up the writ

petition on 4th November, 2024, for judgment. On said date,

instead of judgment being pronounced, State filed counter and

there was adjournment directed for listing on 2nd December,

2024. The writ petition is still pending hearing. He seeks

interference.

3. Ms. Dash, learned advocate, Additional Government

Advocate appears on behalf of State and submits, there was no

interim order of restraint. Petitioner did not submit additional

performance security within stipulated date. His portal was duly

blocked and his contract licence is to be considered for black

listing.

4. List along with W.P.(C) nos.25859 and 29701 of 2024

on 11th February, 2025, as prayed for by Ms. Dash. The

consideration of petitioner's contract licence for black listing

will remain stayed till next date of hearing.
