2. Though this matter has been listed under the heading "For Orders" for consideration of the I.A. No.11225 of 2023, vide which prayer has been made to consider the case of the present Petitioner in terms of the judgment passed by this Court dated 07.12.2022 in W.P.(C) No.24000 of 2019 on the ground that the case of the present Petitioner is squarely covered by the said judgment, the same being disputed by Mr. Pattnaik, learned AGA for the State-Opposite Party, pleading being completed, on consent of the learned Counsel for the Parties, the matter is taken up for hearing and final disposal.

3. Heard Mr. Routray, learned Senior Counsel for the Petitioner, so also Mr. Pattnaik, learned AGA for the State- Opposite Party.
