17.04.2023 Order No. 1. This matter is taken up through hybrid mode.

2. At the request of Mr.P.K.Parhi, learned Deputy Solicitor General of India alongwith Mr.B.S.Rayaguru, learned Central Government Counsel, let the matter be listed on 01.05.2023.
3. Meanwhile, necessary instructions, if any, shall be taken by the counsel for the opposite party. No further accommodation will be made on the next date as we have already heard Mr.S.Ray, learned Senior Counsel appearing for the petitioner substantially.
4. Mr.Ray, learned Senior Counsel shall submit the note of submissions by supplying a copy of the same to Mr. Parhi, learned Deputy Solicitor General of India. Mr. Ray, learned Senior Counsel has submitted two Apex Court judgments for reliance. Those are taken on record.
5. The Field Enquiry Report along with the forwarding note, as produced by Mr.Parhi, Deputy Solicitor General of India be kept with the records under sealed cover.
