01. 1. This matter is taken up through hybrid arrangement.

2. Heard.

3. In this Writ Petition, the Petitioner seeks a direction

from this Court to the Opposite Parties to complete the

selection process started in pursuance of the order dated

12.03.1996 issued by the Government of Orissa,

Department of School and Mass Education and the order

dated 27.03.1996 issued by the District Inspector of

Schools, Rairangpur against the advertised vacancy

afresh in meticulous compliance of the criteria fixed in

the Resolution dated 12.03.1996 on the basis of the

judgment dated 01.12.2000 passed by this Court in O.J.C.

No.9384 of 1997 and OJC No.14171 of 1998 and batch of

cases and the direction of the Tribunal vide order dated

24.02.2003 passed in O.A. No.4162(C) of 1996 by

implementing the order dated 11.03.2019 passed in O.A.

No.4494(C) of 2012 and order dated 27.02.2013 passed in

O.A.No.258(C) of 2007 and issue appointment order in

his favour.

4. In such view of the matter, let notice be issued to the

opposite parties both in the Writ Petition and the I.A.

5. Mr. Debasis Mohapatra, learned Standing Counsel for

the Department of School and Mass Education waives of

notice on behalf of the Opposite Party Nos.1, 2, 4 and 5

and Mr. D. Mund, learned Additional Government

Advocate for the State waives of notice on behalf of the

Opposite Party No.3 both in the Writ Petition and the I.A.

Required number of copies of the Writ Petition and the

I.A. be served on them within three working days hence,

who shall obtain instructions in the matter and file reply.

6. List this matter on 13th of September, 2022.
