06. 1. In view of the judgment passed by this Court on 4th December, 2019 in W.P.(C) No.5628 of 20043 (M/s. Umeri Distillery (P) Limited v. State of Orissa), the present petition is allowed. The impugned circular and the consequential demand are hereby quashed.

2. It is directed that recovery, if already made from the Petitioner, shall be refunded to it within four months from today or will be adjusted in future transactions.

3. The writ petition is disposed of in the above terms.
