                            Heard Mr.Brundaban Rout, learned counsel for
                  the petitioner. Mr.P.K.Panda, learned Standing Counsel
                  for   School    and   Mass    Education     Department    and
                  Mr.P.P.Mohanty, learned counsel           for opposite party
                  No.5.
                            Mr.Panda, learned Standing Counsel for School
                  & Mass Education Department and learned counsel for

                  is squarely covered by the decision rendered by the
                  Division Bench headed by Hon'ble the Chief Justice in a
