02.   18.01.2021                  This    matter    is   taken   up    through     Video
                   Conferencing mode.
                                  Heard learned counsel for the parties.
                                  The writ petition involves the following prayer:

                                "It is therefore prayed that this Hon'ble Court
                      may graciously be pleased :-
                      (i)      To admit this Writ Application;
                      (ii)     To direct the Opposite parties more particularly, O.P.
                               No.1 (Secretary, Department of Forest and
                               Environment) to regularize the service of the
                               petitioner in any suitable post according to his 35
                               years of experience and expertise in the Department
                               keeping in view the settled Principle of Law rendered
                               in the matter of regularization by the Hon'ble
                               Supreme Court reported in AIR 2013 SC 3547, 2014
                               S.C. Service Rulings 88 and AIR 2018 S.C. 3589 pass
                               appropriate order within a short time by looking
                               ahead of the date of retirement.
                                 And for which act of kindness the petitioner shall
                      as in duty bound ever pray."

                                  Looking to the limited request involved herein
                   and as this Court finds, the representation of the petitioner
                   involving    the    matter    vide    Annexure-5     since    pending
                   consideration, this Court without expressing any opinion on
                   the merits of the case disposes of the writ petition directing
                   the Secretary, Department of Forest & Environment, Odisha,
                   Bhubaneswar, opposite party no.1 to look into the grievance
                   of the petitioner vide Annexure-5 and take decision as
                   appropriate, taking into consideration the judgments of the
                   apex Court appended to the writ petition and also the plea
                   taken in the writ petition, as expeditiously as possible
                   preferably within a period of three months from the date of
                   communication of copy of this order, copy of the judgments
                   relied on by the petitioner so also copy of the writ petition by
                   the petitioner.

available in the High Court's website or print out thereof at
par with certified copies in the manner prescribed, vide
Court's Notice No.4587, dated 25.03.2020.
