Heard Mr. Kh. Tarunkumar, learned senior counsel assisted by Ms. Maria, learned counsel appearing for the petitioners.

In view of the limited prayer made on behalf of the petitioners and as agreed to by both the counsel appearing for the parties, the present writ petition is being disposed of at the Motion stage itself.

It has been submitted by the learned senior counsel appearing for the petitioners that both the petitioners are serving as Informatics Officer in the Department of Information Technology (DIT), Government of Manipur. It is the case of the petitioners that the Director (IT), Department of Information Technology, Government of Manipur, issued an Office Memorandum dated 16-06-2025 publishing the Tentative Seniority List of all Informatics Officers (IOs) in the Department of Information Technology (DIT) inviting any claim/ objection within 15 (fifteen) days from the date of publishing the said Office Memorandum. Pursuant to the said Office Memorandum, the petitioner

No. 1 submitted claim/ objection dated 15-07-2025 to the Director (IT), Government of Manipur, with a request for correcting the Seniority position of the petitioner and to publish the Final Seniority List.

It has been submitted on behalf of the petitioners that the said claim/ objection is still pending for consideration and disposal by the authorities and the Final Seniority List is yet to be published. The learned senior counsel appearing for the petitioners submitted that the petitioners will be satisfied for the time being if the present writ petition is disposed of by directing the Director (IT), Government of Manipur (respondent No. 2), to consider the said claim/ objection submitted by the petitioner No. 1 on its own merit and strictly in terms of the applicable rules and to dispose of the same by issuing a speaking order within the stipulated period.

Mr. Shyam Sharma, learned GA appearing for the respondents fairly submitted that as the prayer made on behalf of the petitioners is confined to the consideration and disposal of the claim/ objection submitted by the petitioner No. 1, he has no objection in disposing of this writ petition as prayed for by the learned senior counsel appearing for the petitioners.

Considering the submission made by the learned counsel appearing for the parties, this court is of the considered view that it will be in the interest of justice to issue the following directions:-

(i) The Director (IT), Government of Manipur, is hereby directed to consider the claim/ objection dated 15-07-2025 submitted

by the petitioner No.1 on its own merit and strictly in terms of the applicable rules and to dispose of the same by issuing a speaking order;

(ii) The whole exercise should be completed within a period of two months from the date of receipt of a certified copy of this order; and

(iii) It is made clear that the aforesaid directions have been issued without touching upon the merit of the present case.

With the aforesaid directions, the present writ petition is disposed of.
