Heard Mr. L. Shashibhushan, learned senior counsel assisted by Ms. Lia, learned counsel appearing for the petitioners.

Issue notice, returnable within four weeks.

Mr. Shyam Sharma, learned GA entered appearance and accepts notice on behalf of the respondents, hence no formal notice is called for.

I have heard at length the submission advanced by the learned senior counsel appearing for the petitioners with regard to the prayer for passing interim order.

The sum and substance of the case of the petitioners is that a Tentative Seniority List of Informatics Officers in the Department of Information Technology, Government of Manipur, as on 16-06-2025, was published under an Office Memorandum dated 16-06-2025 inviting claims and objections from the interested candidates.

At Paras 5 and 6 of the said Office Memorandum, the criteria or the parameter for fixation of the Seniority List of the said Officers are clearly laid down. The petitioners, having been aggrieved, assailed the same by filing the present writ petition on the ground that such criteria or parameter for fixation of the Seniority List is against the principle of law laid down by the Hon'ble Supreme Court in a catena of decisions. The learned senior counsel, accordingly, prays for passing an interim order by directing the authorities not to finalize the Tentative Seniority List during the pendency of this writ petition.

Mr. Shyam Sharma, learned GA appearing for the respondents submitted that he may be given two weeks' time to obtain instruction with regard to the prayer for passing interim order and prays for considering the prayer for passing interim order after two weeks.

As prayed for by the learned GA, list these cases again on 16-03-2026 for consideration of the prayer for passing interim order. As an interim measure, it is hereby directed that the respondents should not finalize the Tentative Seniority List of Informatics Officers in the Department of Information Technology, Government of Manipur, without considering and disposing of the claims and objections submitted by the petitioners on 10-07-2025 and 14-07-2025 (three in number) by issuing a speaking order in that regard. This interim order will be valid till the next date of hearing.
