Mr. I. Denning, learned counsel appeared for the petitioner in the Contempt petition; Mr. Shyam Sharma, learned GA appeared on behalf of the respondent No. 1, Mr. Tomclist, learned counsel appeared on behalf of respondents No. 2 and 4, Mr. Th. Ningtamba, learned counsel appeared on behalf of respondent No. 3 and Mr. S. Suresh, learned counsel appeared on behalf of respondent No. 5.

The connected MC(Cont. Case (C)) No. 17 of 2026 has been filed with a prayer for allowing impleadment of the following officers:-

(i) Shri Namoijam Kheda Varta Singh, Secretary (Veterinary), Government of Manipur, Secretariat Building, Mantripukhri, P.O. & P.S., Mantripukhri, Imphal East District, Manipur - 795002;

(ii) Dr. L. Arunkumar Singh, Director (Veterinary), Government of Manipur, Sanjenthong, P.O. & P.S. Imphal, Imphal East District, Manipur - 795001; and

(iii) Mr. Hemendro Singh (IA & AS), Deputy Accountant General (A & E), Office of the Principal Accountant General, Manipur, Imphal, Government of Manipur, Babupara, P.O. & P.S. Imphal, Imphal West District, Manipur - 795001.

MC(Cont. Case (C)) No. 17 of 2026 & anr. Contd.../-

It has been submitted by the learned counsel appearing for the petitioner that impleadment of the abovenamed three Officers as respondents No. 6, 7 and 8 are necessary inasmuch as they have taken over on demitting office by their predecessors.

In view of the above, let notice be issued upon the abovenamed three Officers, returnable within three weeks.

As Mr. Tomclist, learned counsel entered appearance and accepts notice on behalf of Shri Namoijam Kheda Varta, Secretary (Veterinary), Government of Manipur and Dr. L. Arunkumar Singh, Director (Veterinary), Government of Manipur and as Mr. S. Suresh, learned counsel entered appearance and accepts notice on behalf of Mr. Hemendro Singh, Deputy Accountant General (A&E), Manipur, no formal notice is called for.

Both the counsel appearing for the abovenamed three Officers submitted that they have no objection in allowing the impleadment application.

In view of the submission made above, the present impleadment application is hereby allowed.

Registry is directed to incorporate the name of the abovenamed three Officers as respondents No. 6, 7 and 8 in the connected Cont. Case being Cont. Case (C) No. 10 of 2026.

With the aforesaid directions, the present application stands allowed. The connected Cont. Case be listed again on 30-04-2026.
