Three weeks' time as last opportunity is granted to Shri Th. Vashum,

learned Government Advocate appearing for the respondents for filing

counter. According to the counsel appearing for the petitioner, the issue

involved herein is covered by the judgment and order dated 8-8-2017

passed by this Court in WP(C) No. 710 of 2015. Whether counter is filed or

not by the next date, the submission of the counsel appearing for the
