quash the same as illegal, arbitrary, unconstitutional, unjust, unfair,
against the principle of natural justice and in violation of the office
memorandum of the 3rd respondent in F.No.14034/1/2012-Estt.(D) dated
26.07.2012 and consequently direct the respondents 4, 5, 7 and 9 to
promote the petitioner to the post of Assistant Fire Officer (Class-III) on
par with his immediate junior/10th respondent/G.Jesudoss Livingston by
considering his representation dated 08.02.2024 and also by taking into
consideration of his seniority as well as based on communal roster
method.
