Heard the learned counsel for the petitioner and the learned Special

Government Pleader for the respondents 1 and 2.

2.The second respondent is directed to dispose of the petition mentioned

representation on merits and in accordance with law within a period of eight

weeks from the date of receipt of a copy of this order. I make it clear that I

have not gone into the merits of the matter. The second respondent shall put the

interested persons, if any, including the private respondents herein on notice

before passing final order. It is open to the second respondent to pass order one

way or the other.
