                Prayer : Writ Petition filed under Article 226 of the Constitution of India,
                praying this Court to issue a Writ of Certiorarified Mandamus, calling for the
                entire records pertaining to the impugned Letter No.064165/1467/G.1/G.
                1(2)/2020-4, dated 13.10.2020 of the 2nd respondent and quash the same and
                consequently direct the respondents herein to prepare a common seniority list
                for      the      Diploma    Holders    and     Non-Diploma      Holders      of   Junior
                Engineer/Electrical Grade-II without applying the 3:1 ratio as per the Judgment
                of this Court dated 25.07.2017 made in WP(MD) No.20714 of 2015 and
                confirmed         by   the   Judgment    dated      02.07.2019   by    this   Court     in
