appeal with liberty to approach the competent authority seeking a

vigilance enquiry.

2. In view of the above, the writ appeal is dismissed as

withdrawn with liberty as prayed for. However, it should not be

taken as a direction to the appellant or anyone for vigilance enquiry

in the matter even if the case is not made out. There will be no order

as to costs.
