State of M.P. passed in Writ Petition No.2024 of 2008 and Surya Roshni Ltd., Gwalior Vs. State of M.P. & Another passed in Writ Petition (Service) No.743 of 2011.

Learned State counsel is directed to respond to the said submission and as to whether this appeal can be decided on the basis of said judgments or not.
