                            JUDGMENT

Dated this the 25th day of August, 2025

The petitioners are before this Court seeking to direct

respondents 3 and 4 to ensure that all technical systems,

including software, hardware, network connectivity and power

backup arrangements, are thoroughly tested and fully

operational at the examination centres before the

commencement of the CGL, CHSL and MTS examinations of

the Staff Selection Committee.

2. The petitioners proposed to appear in the Staff

Selection Commission Examination, including the Combined

Graduate Level (CGL), Combined Higher Secondary Level

(CHSL) and Multi-Tasking Staff (MTS). The petitioners state

that these examinations will start from the first week of

September. Previously, there were serious lapses on the part of

the respondents where technical issues were brought up during

the online examination. There were hardware issues and issues

relating to the internet connectivity also, which have prejudiced

the petitioners and similarly situated candidates.

3. Unless respondents 3 and 4 take appropriate

steps and put in place a real-time grievance redressal

mechanism at each examination centre to immediately address

any technical disruption or irregularities, the petitioners are

likely to be prejudiced again. Hence, the petitioners are before

this Court.

4. Central Government Counsel entered

appearance on behalf of the respondents. The Central

Government Counsel submitted that taking note of various

complaints received during the preceding years, the 3 rd

respondent has taken steps for ensuring that the technical

systems and power backup arrangements are thoroughly tested

and operationalised during the examinations. The 3 rd

respondent will be taking all steps in this regard.

5. Considering the undertaking given by the 3rd

respondent that they are monitoring the functioning of the

technical systems and making arrangements, I am of the view

that no further orders are necessary in this writ petition. The writ

petition is disposed of recording the submission made on

behalf of the 3rd respondent.

The petitioners would urge that as the petitioners faced

technical difficulties during the previous examination, they may

be granted permission to appear in the re-examination

scheduled to be held on 29.08.2025. I do not find any prayer to

that effect in the writ petition. In the circumstances, the

petitioners may approach respondents 3 and 4 if the petitioners

have any subsisting grievance in this regard.
