                             JUDGMENT

Dated this the 7th day of April 2021

The petitioner herein is the owner of a Heavy Goods

Vehicle bearing Reg.No.KL-36/E-7099. It was classified as

HGV-NP which was endorsed in the RC book. It seems that

pursuant to the direction in W.P.(C).No.25497/2020, National

Permit was surrendered and proceedings was issued that

National Permit has been cancelled. Ext.P4 representation was

submitted to the Joint RTO to delete 'NP' in the RC book and to

retain it as HGV, taking note of the surrender of the National

Permit and also to renew the fitness certificate, after

inspecting the vehicle.

2. When the matter was taken up the Senior

Government Pleader submitted that the petitioner need to file

an application for alteration due with notice to the financier

and change the colour of the vehicle, since the National Permit

has been cancelled. In the light of above, the respondent shall

expeditiously consider Ext.P4 and if for any reason, Ext.P4 is

not in order, intimate the petitioner, calling upon him to comply

with the necessary formalities. The entire proceedings shall be

completed within a period of six weeks from the date of receipt

of a copy of this judgment.
