1. Para-2 and 3 of the Supplementary Counter Affidavit dated 22.08.2025 reads as under:-

"Para-2: That this Supplementary Counter Affidavit is being filed in compliance with the order dated 13.08.2025 passed by this Hon'ble Court, whereby the respondents were directed to take instructions with regard to the petitioner's assertion that there were three vacant seats in the Department of International Relation. In this regard, it is most respectfully submitted that for the academic session 2023-2024, three seats were vacant in the said Department, but the same were in the Other Backward Classes (OBC) category, and therefore, could not have been allotted to candidates of the UR category. Para-3: That it is further submitted that the aforesaid three vacant OBC category seats were carried forward and merged with the intake of the academic session 2024-2025, thereby making a total of nine seats in the said Department, against which admissions have already been completed."

2. It has been replied by the petitioner by filing the affidavit dated 13.11.2025 of which para-4 is relevant which reads as under:-

"Para-4: That with regard to the averments made in Para-2 of the supplementary counter affidavit under reply, it is denied and humbly stated that with regards to admission in Ph.D. in the Department of International Relations in the Central University, Jharkhand, Ranchi for the Academic Session 2023-24, the seat distribution matrix [Annex-1(Series) Writ Petition], as noted at Sl. No.17 are as follows:"

3. Prima facie appears to the Court that this Court has been misled by filing false affidavit. But with a view to give an opportunity, Registrar, Central University of Jharkhand, Ranchi is directed to appear before this Court tomorrow i.e. on 05.02.2026 at 10:30 a.m. to answer the query of the Court.
