2. This Second Appeal shall be heard on the following substantial question

of law:

" (1) Whether the suit against the member of schedule tribe can be decided without impleading the Deputy Commissioner as party or not?

(2) Whether the raiyat from tribal community or raiyat in general have right to settle the land to non-tribal or not? and (3) Whether an unregistered document like kaccha settlement Patta of the year 1942, and unregistered sale seed of 1957 gives title to the defendants or not?"

2. Issue notice upon the respondent nos. 1 to 14 by registered post with

A/d as well as under ordinary process for which requisites etc must be filed

within two weeks.
