1. The Secretary, Department of Home, Prison and Disaster Management, Govt. of Jharkhand, Ranchi is directed to appear before this Court on 28.04.2025 at 10.30 am, with regard to the failure to finalize the Jharkhand Jail Manual in spite of the direction given by the Hon'ble

Supreme Court of India in the judgment dated 17.01.2025 'State of Jharkhand and Ors. Vs. Vikash Tiwary alias Bikash Tiwary alias Bikash Nath' (2025) 3 SCC 226, in view of the fact that three months' time had already elapsed since then and no progress in finalizing the Jharkhand Jail Manual has been made.

2. Counsel appearing for the respondent-State shall communicate this order to the Secretary, Department of Home, Prison and Disaster Management, Govt. of Jharkhand, Ranchi today itself.
