04/ 03.03.2022 Mr. Manoj Tandon assisted by Ms. Neha Bhardwaj, learned counsel appearing for the petitioners submits that the impugned order dated 22.10.2021 (Annexure-4) has been issued dehors the rules. In support of his said contention, learned counsel for the petitioner places heavy reliance on the judgment reported in (2015) 4 SCC 334.

In view of submission of learned counsel for the petitioners, prima facie case is made. Balance of convenience lies in favour of the petitioners.

However, since counter-affidavit has not been filed, list this case after four weeks.

In the meantime, operation, implementation and execution of order dated 22.10.2021, so far it relates to the present petitioners, shall remain stayed.
