We affirm the impugned judgment and order dated 23rd December, 2021,

except the part relating to costs, which is reduced from Rs.50,000/- to

Rs.5,000/- to be paid by the appellant plaintiff - Union of India to the West

Bengal State Legal Services Authority (SLSA) within three weeks of this order.

The appeal and the connected application are disposed of.
