Mr. Sarkar, learned advocate appears on
behalf of applicants while alleged contemners go
unrepresented. He submits, there be appointment of
Special Officer to ascertain the position on the
ground. The information is relevant for purpose of
cognizance of contempt.
Court notices from order dated 28th
February, 2020 that three appeals were preferred
against the judgment, disposing of the two writ
petitions. Two appeals were preferred by State and
one by applicants. On query from Court regarding
whether stay applications or the appeals themselves
have been moved by State before regular Bench, he
submits, no steps have been taken. Regarding query
on applicants' appeal he submits, that appeal is from
the other writ petition [W.P.13219(W) of 2012]. That
has no connection with case of contempt made out by
applicants.
For purpose of moving ahead with this
contempt application in the background of pending
appeals, applicants themselves have not been able to
move their appeal, as is clear from refusal to answer
the question. As such, it appears business of the
appeal Court has not permitted the appeals to be
heard. The contempt application is adjourned.

Applicants will serve copy of this order on
alleged contemners.
