It is submitted by the learned Counsel for the petitioners that in view of the law laid down by the Hon'ble Supreme Court in paragraph 9 of the judgment in Dilip (Dead) Through Lrs. vs. Satish and others - 2022 SCC OnLine SC 810, the respondents are not justified in seeking 'no objection certificate' from the legal heirs of the owner of the property.

02] Leave is granted to implead the owner of the property as respondent No.4. Thereafter issue notice to the respondents, returnable in three weeks.

03] Service by all modes is permissible.
